自清代以來，台灣在歷史與移民文化的推演下，台東縣關山鎮與台灣大多數的城鎮相比，卻仍然保有高度的文化獨立性，然而關山現今面臨的卻是大量人口流失、工作機會縮減的惡性循環，因此營造良好的「生活環境」，將會是提高居住比例，讓青年回流的重要議題之一。
但在過往探討空間的需求層面時，許多研究方式僅針對使用者本身對空間的回應，並非從不同文化背景的「族群」角度來看待空間需求，而筆者認為關山的文化多樣性將會是關山未來發展的重要的資源，因此在空間上將會針對「族群」而非「個體」來探討，此外將會藉由族群的「社交模式」來理解各方需求，並希望以兼容並蓄的態度來面對不同族群的差異性。在整體開放空間中，又以「公共空間」代表著環境的開放與自由，並且不限制使用對象與族群，因此本論文將會以公共空間做為主要研究的對象。
深入探討公共空間前，本論文將會運用Kevin Lynch的都市意象理論，以及《Public space》一書中的都市空間類型(Urban space type)將關山鎮上空間類型做基本的分類，了解整體開放空間的組成，才進一步探究公共空間的詳細現況。至於各族群的社交行為特性，將會著重於研究關山鎮不同族群從室內到室外的社交關聯性以及空間使用上所產生的社交行為，進而了解其空間需求。
整體而言，在空間與社交行為的交叉分析結果中，各族群在行為模式上有顯著的共通性與差異性，共通性的部分以「零售空間(Retail space)」在社交表現上一致的高，可知空間的「實用性」若能滿足生理上的「基本需求」，將會直接影響「社交行為」；差異性的部分則顯著的表現在實用性外的「公共空間」中，依據社會訪查的結果可知，阿美族在公共開放空間(Public open space)的使用需求中，對文化上的需求較高；而客家族群在自然或半自然(Nature/semi-nature urban space)與公共開放空間(Public open space)的日常遊憩需求群較高；閩南族群則在戶外的空間表現較差。
透過本論文的調查，可知不同文化背景下所產生的使用行為與習慣，確實存在著族群的差異性，但如何利用差異性創造「共榮」、「雙贏」的空間與環境，正是本研究期望藉由論文的分析結果，可供日後的城鎮規劃與設計提供空間優化的參考依據，以及找到一個合適於關山的改善方案。

Tracing back the history of Taiwan, the wave of immigration frequently changed the multicultural environment since the Qing dynasty. Comparing other cities in Taiwan, Guanshan Township maintain a high level of cultural independence. The cultural diversity in Guanshan creates a good environment for tourism industry. However, the township faces issues of population decline and youth population outflow. Creating a good ‘living environment’ is seen to be one of the solutions to increase the population of local youth in the future.
In the past, many research methods focused on the demand of individuals when they analyzed spaces. However, the cultural pluralism in Guanshan is perceived to play an important role to the future development. Therefore, the aim of this research is to study the different ‘cultural groups’ instead of ‘individuals’. The ‘social behavior’ is considered an important factor in understanding the demand of different ethnic groups. These ethnic groups include Amis, Hakka, Minnan and Mainlanders. Moreover, in the evaluation of the overall meaning of open space, ‘Public space’ do not only represent the freedom of the environment, but also accepts the difference of multiple users. Therefore, public spaces are used as the main study case of this research.
The first part of the analysis employs the theory of ‘The Image of City’ and ‘urban space type’ in ‘Public space’ to classify the space types in Guanshan Township and understand the overall open spaces. The next part of the analysis focuses on the social patterns and social behaviors from interior to exterior spaces. Then, the final part of the analysis shows the user demands.
The result of the social behaviors in different ethnic groups, shows significant cultural variation. The expectation of this research is to use cultural variation to find a win-win solution for Guanshan in order to provide a useful information for future urban planning.
