本研究以實證分析探討台灣國際觀光旅館之規模經濟與範疇經濟議題。實證模型係以資料包絡分析法（Data Envelopment Analysis, DEA），分析民國九十年度至九十八年之國際觀光旅館，本研究目的有二，其一是以DEA傳統方法研究整體技術效率和飯店規模的關係，並找出台灣國際觀光旅館之最適經營規模。其二以三階段DEA方法衡量整體旅館經營效率和個別部門經營效率值，透過比較其效率值來判斷台灣國際觀光旅館是否存在範疇經濟。
研究結果顯示，飯店規模401至500間平均整體技術效率值為所有飯店規模中最高，為台灣國際觀光旅館最適經營規模，但近年來台灣國際觀光旅館最適經營規模有逐漸升高的趨勢。三階段DEA方法衡量結果顯示，不論是第一階段和第三階段，整體旅館的技術效率值皆顯著優於個別部門的技術效率值，台灣國際觀光旅館確實存在範疇經濟。

Based on the survey data of Taiwan’s international tourist hotels from 2001 to 2009, this paper applies Data Envelopment Analysis to investigate the extents of scale and scope economies of Taiwan’s international tourist hotels. First, this paper uses DEA to analyze the relationship between overall technical efficiency and size of hotel and find out the optimal scale of Taiwan’s international tourist hotels. Second, this paper measures technical efficiency of the overall hotel and individual department by using three-stage DEA.
The study shows that optimal scale is 401-500 rooms. The overall technical efficiency of 401-500 rooms is the highest among every level of scale. However, in recent, the optimal scale is generally higher in Taiwan’s international tourist hotels. And economies of scope are significantly present. The technical efficiency of overall hotel is higher than individual department, accommodation and food and beverage service in one-stage and three stage DEA .
