當一塊土地亦或是一區域需要進行開發時，如何使之具有自明性，並在區域發展之中的各端找到平衡，精準的瞄準需求，將會需要一系列嚴謹、客觀公正的前期可行性分析與評估，確保在項目開發的生命週期起點上有正確的定位，作出最為合理的決策。
然而，在前期分析與評估的階段中，有非常大量的客觀資訊需要去搜集整理，當資訊量隨著分析內容逐漸龐大會造成資料整理、交接上的困難與繁雜，甚至大幅影響工作上的效率；反之，若能夠在此階段建立一套通則，將繁雜的程序與資訊歸納系統化，簡化不必要的資訊，以清晰的脈絡與系統化快速進行初步分析，可以大幅提升分析檢討上的效率與準確性。
本研究以文獻回顧及實地的田野調查、專家訪談為研究方法，從實務上所操作的案件切入，分析各案件並從中建立通則，最後再以中國地區之實際個案進行驗證，期望最終研究結果能為將來的項目操作上提升工作效率，進而減少大量的公司成本、增加企業競爭力，未來可供相關企業、工作者做使用檢討。

When a piece of land or an area is prepared to develop, how to make it self-explanatory, and find a balance at each regional development, and accurately target the demand will require a series of rigorous, objective, and early feasibility analysis, evaluation to ensure that the project is properly positioned at the beginning of the life cycle of real estate and make the most reasonable decisions.
However, in the early stage of analysis and evaluation, there is a very large amount of objective information that needs to be collected and sorted. When the amount of information is gradually expanded, it will cause data sorting, complexity in handover, and even a major impact on work efficiency. On the contrary, if a set of general rules can be established at this stage, the complicated procedures and information can be systematically summarized, the repeated information can be simplified. In the early stage of evaluation can quickly carry out a series of clear analysis by the general system, which can significantly improve the analysis efficiency and accuracy.
This study uses literature review, field investigations and expert interviews as research methods. It analyzes each case and establishes general rules from every practical case. In the end of the study, it is verified by actual cases in China, and the final research results are expected to improve work efficiency for future project operations, thereby reducing a large number of company costs and increasing the competitive capacity of enterprises. The study findings may be served or used by related companies and workers in the future.
