隨著網際網路科技的快速發展及應用，配合資訊產品的普及，各家金融機構無不透過網際網路積極發展網路銀行業務，提供客戶便利的金融交易環境，除了滿足客戶理財的需求，亦對金融機構營業成本的降低、營業收入的提升有一定的助益，網路銀行業務也是金融機構創新服務重要的一環，乃是金融機構藉以爭取客戶的兵家必爭之地。
由於資訊科技的進步，大量的資訊科技也被廣泛地應用在現代銀行產業之中，為其創造利潤、降低成本，傳統的銀行業已經變身成為資訊科技的銀行業；也由於資訊科技的快速發展，銀行業已無法自行培養各種科技技術人才，因此資訊委外的情形也普遍存在於各銀行間，個案銀行也不例外。
個案銀行的網路銀行系統採用委外維運的規劃乃是當時的經營團隊仿效過去所服務過外商銀行系統維運模式，其目的無非是要節省資訊人員的編制，降低銀行人事成本，然而個案銀行採行資訊委外的策略後未蒙其利，反而因此受到資訊委外廠商技術霸權的牽制，資訊人員不但沒有減少，也無法充分發揮其程式開發技術的專才，甚至造成網路銀行系統發展上的困難；加上資訊委外廠商是一家當時在台灣沒有分公司、在台灣沒有技術團隊的國外資訊廠商，使得個案銀行在資訊委外後的問題更形複雜。
銀行業資訊委外的運作模式不見得是適用於所有銀行，而是因銀行自身發展背景、資訊管理模式、資訊委外項目而易；個案銀行在面臨資訊委外後所遇到的問題，要如何突破此一困境；改變委外維運模式後，是否有為個案銀行帶來效益？是本論文所要探討的相關議題。

With the rapid development and application of Internet Technology (IT) and popularization of IT products, various Financial Institutions are all actively developing Online Internet Services via the Internet, providing customers a convenient financial trading environment to meet the financial needs of customers. It also assists Financial Institutions to reduce operating costs, improve operating revenues. Online Internet Services are a great part of innovation services to Financial Institutions as well to help them to get more customers.
Due to great progress in IT, IT has also been comprehensively performed in modern Banking Industry to create profits, reduce costs. Traditional Banking has turned into Banking with IT. Due to the quick development of IT, Banking Industry has been unable to develop a variety of technical expertise on its own, so the solution is also prevalent on IT outsourcing among banks, the bank in this case is no exception.
In this research, the management team of the bank decided to perform IT outsourcing to maintain Internet Banking system was following the solution performed by other foreign bank, the purpose of doing that is to save IT costs. However, IT outsourcing strategy of the bank did not mask benefits, and the bank was also restrained by the technical hegemony from the vendor to develop Internet Banking system.
IT outsourcing solution in Banking Industry is not applicable to all banks, it has to previously evaluate the bank’s IT development background, IT management solution and so on. This research is to explore related issues related to IT outsourcing risks, how to control IT outsourcing risks, and then, to get a suitable strategy to solve the IT outsourcing risks.
