本研究旨在藉由探討澳門與新加坡賭場人力供需之情況，藉由個案研究分析，並透過澳門與新加坡賭場發展現況與兩地訓練教育機構之人才供給情形，分析澳門與新加坡賭場人力市場的發展，且深入探討人力供需之問題。
本研究對象為澳門與新加坡賭場和其博彩教育訓練機構，文件與檔案記錄為主要資料蒐集之方式。本研究結論如下：
（一）澳門由於實施賭權專營多年，開放後為提升人力素質，成立澳門旅遊博彩技術培訓中心，以提供基層人力，但現今太過重視基層員工而忽視中高階管理人力的培養，造成澳門賭場人力的斷層，管理人才職缺率相對較高，未來澳門政府應對此問題多加留意並協助解決。
（二）新加坡目前雖未有賭場已經完工並開始營運，但賭場已釋出許多人力需求，而且人力供給來源為私營居多，訓練偏向中高階管理技巧，基層訓練較為不足；政府方面也未看到有積極動作協助人才求職、業者求才之政策，對新加坡博彩事業的確也是一大挑戰。
　　未來臺灣發展博彩事業，鄰近的澳門與新加坡即為最好之借鏡，人力的供給與需求方面作法應截長補短，政府輔以政策協助，才能確保日後博彩人力市場之供需平衡。
