近年來資訊科技在軟體與硬體的發展迅速,價格不斷下降,企業界大量運用個人電腦,以網站網頁或電子郵件來傳送資訊,以電子取代了以往的紙張做為資訊載具,電子化(e化)的資訊傳送流程,成為企業流程變革以及提升企業競爭力強大有效的利器。
對於無競爭威脅的政府機構或國營事業單位,以及年齡大於45歲求學過程未接觸電腦的員工,若加上無流程思維與變革意識,則作業流程e化變革,往往困難重重。
本研究探討流程方面的流程變革、流程模式化、流程衡量、流程e化等議題的文獻,建構傳統企業導入流程e化變革時可引用之各項分析架構與工具,以及策略選項,本研究之具體成果為:
1. 三個層次與構面的流程模式化架構,提供傳統企業以流程思維來審視組織內部運作的組織策略目標或顧客價值的意義。
2. 各項流程分析與變革導入之架構,及其整合架構,提供傳統企業或政府機構或國營事業單位,在導入流程變革具體可行的步驟。
3. 流程e化變革不同人員角色觀點與多等級的選項,提供傳統企業在導入e化變革能先自我定位,並依組織條件規劃出最佳之變革策略。
本研究並整合文獻探討所建立的各項架構與工具,以台電核能一廠的安全管制活動為案例,探討導入流程e化變革的可行性與變革的策略,並以近期完成之改善,實證導入流程e化變革於安全管制活動改善之可行性;此導入過程與成功的經驗,可做為核能一廠後續e化變革推動的例證,並可推展至台電其他核能電廠,此成功模式,亦可做為傳統企業或政府機構或國營事業單位之參考。
For the last few years, the world of enterprise has applied the use of personal computers in lots of areas, and used websites or emails to convey information. Electronic information delivery process has become the efficient instrument for business process innovation and for competitiveness elevation of the business.
The present study constructed various analytical frameworks, instruments, and strategic options adoptable for the introduction of business process redesign and computerization of traditional businesses. The results of the present study are:
1. To help traditional businesses to examine the internal organizational strategy and goals or the meaning of customer value with a business process way of thinking.
2. To provide traditional businesses, governmental organizations, or state-run organizations practical steps for introducing process redesign.
3. To help traditional businesses in self-identifying before the introduction of innovation of computerization, and in planning the best innovative strategy according to the organizational conditions.
The feasibility of the use of the process innovation of computerization in the improvement of safety control activity of First Nuclear Power Plant of Taiwan Power Company was proved in the present study. The experience of the process and the success of introduction can be used as an example of the follow-up promotion for innovation of computerization in First Nuclear Power Plant, and could be referred by other nuclear power plants of Taiwan Power Company.
