  • 由於全球氣候環境變遷,為有效降低自然災害所造成的可能損失並培育居民全面性的防災能力,持續性投入災害防救教育訓練已呈常態。臺灣地理位置處環太平洋地震帶的海島環境,島內經常面臨颱洪侵襲、坡地坍滑、地震等天然災害,凸顯國內災害防救深耕教育推廣的必要性。臺北市為臺灣政經首都,面臨人口高度密集化、與日俱增之災害風險與災害發生影響規模之衝擊,災害的預防與應變亦是社會大眾面臨之生活教育課題。綜觀國內災害防救專案計畫的推動,概分為規劃與執行階段,計畫過程中多著重歷程紀實、管考與評估執行效率。然而,計畫執行後實質成效的評估方式,以供檢測專案成果是否達成預期目標,檢視評量影響因子進而回饋防救災教育學習策略仍付之闕如。本文以臺北市災害防救深耕計畫之教育訓練為例,提出檢討訓練規劃、執行流程內容及事後學習成效之評估模式。首先,從實務執行經驗與文獻回顧結合教育學習理論,設計事後成效問卷訪談社區意見領袖,研究方法係採結構方程模式(structural equation modeling)驗證構面間的因果關係,同時量化構面及其衡量觀察指標與構面間之因果關係,並檢定構面間之中介與調節效果,探討防災素養、防災態度、課程設計與學習滿意度影響事後學習成效的互制行為。最後,依量化分析結果,以重要─表現性二維圖型,辨識構面之重要績效評量指標,回饋調整災害防救教育訓練策略,進而永續提升事後學習成效。


    Global climate change has exacerbated the potential damage of natural disasters, raising the need for sustained investment for comprehensive disaster prevention training. Taiwan is an island located in a seismically-active part of the Pacific Ocean, and is regularly subject to flooding, landslides, and earthquakes, which emphasizes the necessity for expanding disaster prevention educational outreach. Currently, the implementation of domestic disaster relief programs is divided into two stages: planning and execution. The planning stage puts a heavy emphasis on observation and process documentation, testing, and efficiency evaluation. However, once implemented, the effectiveness of these programs needs to be evaluated to determine whether the project results have achieved the desired goals, and a mechanism is still lacking to feed back assessment impact factors into the training strategy formulation process. This paper investigates past, current and future disaster prevention trainings in Taipei, first by conducting a review of practical implementation experience and the literature on learning theory. A questionnaire was designed to solicit input from community leaders who went through the training program. Structural equation modeling (SEM) is used to test the impact of mediation and regulation between the various constructs and to determine the impact of construct interaction on learning outcomes. Finally, a representative two-dimensional pattern is developed as an important performance evaluation indicator, which can then be fed back into the long-term disaster prevention strategy formulation process, thus ensuring sustainable improvements to learning effectiveness.
