民營電廠在規模及營運條件上都比官方國營的電力公司更為嚴竣，因此營運過程中風險管理對民營電廠而言更為重要，而其中設備運轉維護實為營運之命脈，故在維護成本的考量上，往往必須找出最經濟的維護成本來將本求利，因此將主要發電設備長期維護工作委外給設備原廠是民營電廠常見的作法，但常常在維護成本的考量及過度信任及依賴設備原廠的情況下形成了技術霸權之態勢，且因為國內民營電廠次經濟規模較小使得在面對國外設備原廠進行採購議約時談判籌碼相當有限，而在將維護工作外包與設備原廠時又常常資訊不對稱而導致發生風險管理上的缺口，本個案即以某國內民營電廠在電廠設備運轉維護上如何運用同業群聚方式進行風險管理因應策略探討。

Operations of Independent Power Producers (IPP) are more critical than public power companies in both scale and conditions. Therefore, risk management plays a very important role for IPP and they always have to find the most economical way of reducing maintenance costs in the pursuit of profit. In general, most IPP delegate the operation and/or maintenance of their plants to equipment (e.g. Gas Turbine or Steam Turbine) manufacturers (OEMs) under Long Term Service Agreements (LTSAs) in order to benefit from the delivery of electricity. However, both the risks and the benefits of LTSAs shall have be thoroughly evaluated before making such an important decision. Often cost constraints in operation and maintenance and the excessive trust and reliance on OEMs could result in IPP being misled by the former due to lack of practical technical knowledge, which likely forming a kind of technological hegemony against to IPP operator. Since IPP in Taiwan operate on relatively small scale, they have rather limited bargaining power when negotiating such service agreements with OEMs. Furthermore, the lack of adequate in-depth information and technical know-how required for proper maintenance may result in areas that may not be anticipated nor covered in management of operational risks on the part of IPP. This case focuses on the application of widely implemented ways of managing risk and adoption of strategies by IPP.
