新加坡過往有四十年禁賭的歷史，曾經兩度拒絕美國拉斯維加斯的經
營開發提案，為了改變國家競爭力，重振觀光產業的發展，由政府推動兩
個外資投入的綜合娛樂城國際開發案的進駐，除了大量提高觀光人潮外，也帶
給新加坡政府大量的營收與稅收，同時創造了工作就業機會；而亞洲各國博弈
產業也隨之熱烈發展；透過綜合娛樂城的經營將帶來經濟成長與相關產業商機。
IR 綜合娛樂城的經營模式，能帶動相關產業發展與投資，也成為促進經濟
起飛的催化要素，因此如何掌握推動綜合娛樂城的關鍵成功因素，便具有
深入探討研究的價值。
本研究以新加坡綜合娛樂城為研究範圍進行深入研究，首先探討過往
有關觀光賭場的發展及綜合娛樂城經營模式之文獻，接著進行全球博弈產
業發展概況及新加坡綜合娛樂城發展背景與概況之產業分析 與個案分
析，再以訪談的方式，透過對新加坡綜合娛樂城有深入研究及實地探訪經
驗之專家學者之見解，整理出與新加坡推動大型綜合娛樂城之關鍵管理決
策與成功因素相關之論述，經與本研究所收集之資料進行整合與驗證，歸
納出新加坡推動綜合娛樂城的關鍵成功因素與未來發展趨勢，本研究提出下
列研究結論：
(一) 政府積極投入，並大規模投資，帶動經濟成長
(二) 以綜合娛樂城模式經營全面吸引觀光遊客駐足
(三) 位居交便捷樞紐地位，國內交通建設發達
(四) 國際化優勢，多元種族及多語言文化
(五) 社會安全規範制度完善有保障

Singapore has forbidden gambling for 40 years. During this period, the authority of
Singapore has refused the development plan of Casino Gambling from Las Vegas
twice.
In order to improve the competition of nation and reviving development of tourism,
Singapore’s authority promoted two projects, which have foreign investors
participated in, to not only bring a huge amount of tourists, but also earn a number of
the revenue and taxation. At the same time, these projects also provided the job to the
residents. It leads the gambling industry growing fast in Asia. By the operating mode
of the integrated resort, it can promote the growth of economy and create the business
opportunity for those related industry. Therefore, how to control the critical factor of
IR has the value to run in-depth study.
Our research focused on the integrated resort. First, intensive studying in reference
about management and development of Casino Gambling and integrated resort. Then,
used case study and industry analysis in overview, background information and
potential development for integrated resort and international Casino Gambling.
Finally, interviewing local experts with extensive experience to concluded critical
decision and successful factor in promoting large-scale integrated resort. After
integrating and verifying these collected data, we concluded some critical points for a
successful integrated resort in Singapore and potential development. The conclusions
of our research are:
(1) Government inputs actively and invests in large-scale to lead growth of economy.
(2) Creating comprehensive integrated resort to attract tourism.
(3) Locating in transportation hub with well-developed domestic traffic system.
(4) International advantages, multinational culture and various languages.
(5) Comprehensive and guaranteed security policy
