根據經濟學理論與世界各國政府之實務採購經驗，集中採購制度使採購事權集中、採購作業程序統一，可減少重複辦理相同目的之採購作業，有效節省人力與降低行政成本，透過大量採購，並可獲取以量制價的經濟效益。我國政府自民國八十八年開始實施政府採購法以來，即於該法第九十三條規定：「各機關得就具有共通需求特性之財物或勞務，與廠商簽訂共同供應契約。」，近年來各級政府部門已陸續就共同之採購需求簽訂共同供應契約，落實推動集中採購制度，其中以台灣銀行採購部所辦理者最具規模與代表性，而各級政府機關透過台灣銀行採購部辦理共同供應契約下訂之採購金額逐年急遽增加，民國98年全年度訂購金額已高達527億餘元，該部門代理採購共同需求之商品或服務，已足以影響適用機關之預算執行與行政效率。
本研究利用文獻探討、蒐集共同供應契約執行問題、問卷調查、一致性模糊語意偏好關係分析(Consistent Fuzzy Linguistic Preference Relations；Fuzzy LinPreRa) 等研究方法，針對台灣銀行採購部簽訂共同供應契約之實務作業部分，以及適用機關利用該部簽訂契約向立約商訂購商品或服務的情形，蒐集彙整相關意見，藉此揭發該採購制度在整體運作上的執行問題，再利用一致性模糊語意偏好關係分析法，進一步評估各項執行問題待解決之優先順序，並探討執行問題之肇因，對照研析國外類似制度作法(美國複數決標計畫)，有無值供作為參採改進之處。
研究結果，問卷受訪者認為共同供應契約各構面執行問題，應解決優先之順序依序為執行面問題、制度面問題及法令面問題；個別執行問題應解決優先順序前3名為：「滿意度調查結果未予妥善利用」、「訂購程序及電子下訂技術仍待改進，手續費、電子交易服務費過高」及「投標廠商資格訂定欠妥」。關於各項執行問題之解決，本研究另再探討美國複數決標計畫幾種特殊的作法與機制，提出數項建議意見，供主管機關及訂約機關施政參考，俾能妥適調配運用有限的行政資源，優先解決關鍵的執行問題，提昇政府機關採購的品質與效能。

A Study on the Executive Problems of Inter-entity Supply Contract

According to theories of the Economics and practical procuring experience, centralized purchasing could make the duties and responsibilities centralized and the procedure of procurement unified. Therefore, it could reduce duplication of procurement, save manpower and reduce the administrative cost and pool volume purchases for discounts. In Taiwan, Government procurement Law have implemented since 1999, in which article 93 stipulates that an entity may execute an inter-entity supply contract with a supplier for the supply of property or services that are commonly needed by entities, and many government departments in Taiwan have executed their own inter-entity supply contracts. Among them, executed by Taiwan Bank is the largest one in scale and representativeness, whose amount of purchases soared year by year, up to 52.7 billion in 2009, and causes huge influence on budget enforcement and efficiency to the applicable entities.
In this research, by literature review, survey method and Fuzzy LinPreRa, we attempt to discover and analyze relevant problems of how Bank of Taiwan executes its own inter-entity supply contract and how the applicable entities order and purchase property and service. In addition, we further apply Fuzzy LinPreRa find out the causes of relevant problems and evaluate the priority of relevant enforcement measures in contrast to America Multiple Award Schedule.
The survey shows that relevant problems should be solved from aspects of execution, institution, to law from the participant’s view. Regarding to aspects of execution, the top three problems are as follows: the consequence of satisfaction survey not fully utilized well, the ordering procedures, electronic ordering technique and the relevant transaction fee left improved or reduced, and qualifications of tenderers not well prescribed. In contrast to the awarded mechanism of America Multiple Award Schedule, priority ranking suggestion of enforcement measures is offered to the responsible entity and applicable entities for solving critical problems and promoting quality and efficiency of government procurement in the future.
