  • 2006年Howe J.發現此現象並在< Wired>雜誌中提出群眾外包一詞,意指企業或機構過去由員工執行的工作,變成公開徵集的形式外包給網路的人群。群眾外包也開始廣泛的運用在不同的產業,在軟體產業最早使用群眾外包概念的系統為Linux,運用社群成員以協同合作的方式完成此套作業系統。
    從過去的文獻中發現,群眾外包平台的失敗例子,原因乃在於「管理」的問題,而非只是技術問題。有鑑於此,解決軟體群眾外包的問題,平台必須有良好的管理機制。本研究透過多重個案訪談,以群眾與委外組織的觀點分析軟體群眾外包五個管理機制構面的問題,包含「專案規劃」、「獎勵機制」、「評選機制」、「資訊分享」、「智慧財產管理」,並提出管理機制概念性模型。
    本研究主要有以下三個發現:
    (一)在進行專案規劃時必須配合適當的獎勵機制,激勵群眾參與軟體群眾外包之持續性。
    (二)軟體群眾外包作品評選時,必須先建立雙方對於平台的信任,才能讓雙方接受評選後的結果。
    (三)平台對於評選機制方式的選擇會影響智慧財產管理以及資訊與技能的分享的成效,若妥善的規劃能有效降低侵犯智慧財產的風險與提升專案品質。


    Crowdsourcing, identified by Jeff Howe in 2006 and published on Wired Magazine, means the tasks that used to be executed by employees in enterprises or institutions use the internet to outsource the works to the public. Henceforth, crowdsourcing has been widely applied in different industries. The first crowdsourcing in software industry is Linux, which were done by collaborative works of the members on the social networking site.
    According to the literature review, the reasons of the failed crowdsourcing platform should refer not only to the technical problems, but also the managerial ones. In this study, a conceptual model of the management mechanisms of software crowdsourcing including project planning, reward systems, selection mechanism, information sharing and intellectual property management are proposed by the viewpoints of the crowd and outsourcing organization through the interviews of multiple cases.
    The primary three findings of this study are indicated as follows.
    1.The appropriate reward system shall be established during the process of project planning in order to inspire the continuity of the participants in software crowdsourcing.
    2.Before the evaluation of the software crowdsourcing, the confidence of the platform shall be established between the two parties. Hence, the results of the evaluation remain doubtless.
    3.The selection of the platform for the selection mechanism may influence the outcomes of intellectual property management and information sharing. A proper scheme may effectively lower the risk of infringement of intellectual property rights and improve the quality of projects.
