臺灣因地形與氣候影響，常遭受颱風和地震等災害侵襲，居民需自救互救，才能減少生命財產損失。從早期的社區防災工作，到近年的韌性社區推動，我們反思執行多年的社區防災工作達成了多少成效？是否也邁向了韌性城市？更進一步思考，在政府與協力團隊多年來一系列的防災課程與活動推動下，哪些層面需要補足才能達到韌性城市的目標？推動者、執行端及實際居民的感受又達到多少？因此，本研究以臺北市為例，運用UNDRR韌性城市的十大要素設計出以社區需求為考量的問卷，廣發各里進行評核以檢視其不足之處。並進行深度訪談，探討其原因並提出相關建議，建立社區防災應變財務預算表範本和韌性社區自我評估表，供社區提升防災韌性，並朝韌性城市邁進，永續發展。

Under the influence of terrain and climate, Taiwan suffers from typhoon and earthquake disasters that residents need to help themselves and each other to decrease the lost in lives and properties. From the early community disaster prevention work to the promotion of resilient community in recent years, we reflect on how much effect is achieved after so many years of community disaster prevention. Have we reached resilient city? On further consideration, after the promotion of disaster prevention courses and activities by the government and the collaborative team for so many years, what are the levels that require amendment in order to reach the goal of resilient city? How much do the feelings of promoters, execution end and actual residents reach? Thus this study used Taipei City as an example, designed a questionnaire based on the need of the community according to the 10 elements of UNDRR resilient city and distributed to each Village for assessment to examine the insufficiency. We also conducted in-depth interview to explore the reasons and raise relevant suggestions to establish template of community disaster prevention contingency financial budget and self-assessment form for resilient community for the community to elevate disaster prevention resilience and work towards resilient city for sustainable development.
