建築業是攸關民生的最重要產業之一，人終其一生平均至少有一次購屋行為；然而，交易資訊與經驗的不對等，購屋糾紛長期成為消基會申訴案件的重大來源。如何協助建商回歸誠信原則，除了事後以法律判決與懲處外，事前以獎勵機制鼓勵建商爭取榮譽，更能有效提昇業界的工程品質以及促進社會的和諧。本文作者依過去十九年，持續與建築領域專家學者推動建商永續經營之實務工作經驗，藉此論文深入研究探討第三方認證制度–並以「台灣誠信建商」認證為例。
本研究先敘明驗證與認證之不同，接著引述國外建築相關組織、機構與國內公部門機關所辦理之各類建築品質或品牌認證制度；再論述國內不動產市場概況與糾紛實例，接續導出各私部門辦理各類建築品質或品牌認證制度並加以分析比較；然後深入探討台灣誠信建商的認證標準以及對獲選業者之影響；最後對本篇研究做出結論並提出建議。

The construction industry is a very important industry for people's livelihood, and people have at least one purchase behavior in their lives. However, because of the unequal trade information and experience, home purchase disputes have long been a major source of complaints from consumer protection agencies. How to assist the construction of the business to return to the principle of good faith, in addition to the legal judgment and punishment after the event, before the incentive mechanism to encourage the establishment of business to win honors, but also effectively improve the engineering quality of the industry and promote social harmony. Based on the past 19 years, the authors continue to work with experts and scholars in the field of architecture to promote the practical experience of building a business, and to conduct in-depth research on third-party certification systems – and take the "Taiwan Honesty Builder" certification as an example.
This study first describes the difference between verification and certification, and then quotes various building quality or brand certification systems handled by foreign construction-related organizations, institutions and domestic public sector agencies; then discusses the domestic real estate market overview and dispute examples, and then exports each The private sector handles various types of building quality or brand certification systems and analyzes and compares them; then it discusses in depth the certification standards of Taiwan's integrity construction and the impact on selected operators; finally draws conclusions and makes recommendations for this study.
