本研究主要目的為以營造業之立場，瞭解落實營造業技術士職業證照制度之主要影響因素，擬訂出推動營造業技術士管理法規的政策方向，探討內容包括技術士的現況問題、技術士的定位、推動技術士之政策方向、對企業的影響、對政府的建議等五個方向。
經由相關文獻歸納整理後，研擬出「推動營造業技術士職業證照制度之研究」調查問卷，假設研究母體間無顯著性差異存在，在母體比率ｐ為80%，信賴水準為90%，樣本對母體之誤差e不超過0.05之信心條件下，經分層比例隨機抽樣方式，對1000家營造業者發出問卷，由回收之問卷資料中，分別利用描述性統計、變異數分析、同質性檢定、複選題分析、信度分析、與迴歸分析等六個方式進行分析與歸納。
研究結果發現，「立即推動技術士之管理政策」前三項重要因素分別為：1.政府應進行工地設置技術士之檢查、2.營造廠定期申報技術士設置情形、3.技術士應強制加入公(工)會；影響「推動證照制度列為施政重點」前三項重要因素分別為：1.優先進用技術士人員、2.訂定技術士任用及管理法規、3.辦理技術士教育訓練(含回訓)，可做為「內政部營建署」擬定技術士管理法規及優先推動政策之參考。

From a viewpoint of construction enterprises, the purpose of this study is aimed at understanding the major influencing factors of executing the occupational certificate system of construction technical worker and proposing the policy guidelines for advancing the management act of construction technical workers. The items under study include the current issues of technical worker, standpoints of technical worker, policy directions of advancing technical worker, influences on enterprises and recommendations to the government.

From the induction and integration of data obtained by relevant literature review, a list of questionnaire about “Study on Advancing the Occupational Certificate System of Construction Technical Worker” was established accordingly. Under the statistic hypothesis of nonexistence of significant deviation among the populations and assumption of the proportion of success, p, of 80%, level of confidence of 90% and the error of estimate, e, between the sample and population less than 5%, a number of 1000 samples was calculated accordingly. Then a total of 1000 construction enterprises were selected randomly by stratified sampling for answering the above-mentioned questionnaire. From the feedback of these questionnaires, six statistical techniques including descriptive statistics, one-way analysis of variance (ANOVA), homogeneity analysis, multiple response, reliability analysis and regression analysis were used to analyze these data.

Results of this study show that three leading important factors relative to the issue of “immediately advance the management policy of technical workers” are, in sequence, (1) the government needs to scrutinize the establishment of technical worker at jobsite; (2) the contraction enterprises need to report regularly the status of establishment of technical workers; (3) the technical workers are required compulsorily to join the professional union. Top three major important factors relative to the issue of “influence on setting the advancement of occupational certificate system as a capital to-be-executed item of government” are, in sequence, (1) hire technical workers as a first priority; (2) enact the legislation of employment and management of technical workers; (3) constitute educational and training courses for technical workers including feedback training. These factors can be served as a reference for the Construction and Planning Agency of Ministry of Interior to enact the legislation of management of technical workers and to advance firstly the relevant policy.
