職業安全衛生管理是國家安全文化的象徵，由職安衛管理嚴謹程度及災害發生率可以瞭解國家對於企業之管理制度、工作人員生命健康及工作環境的重視程度。近年來，國際標準組織發佈的品質管理系統和環境管理系統標準，成功的在國際上成為各國標準的相關依據。時至今日，英國標準協會所發佈的職業安全衛生管理系統OHSAS 18001：2007沿用迄今十年有餘，為因應時代變遷與各個管理系統標準的整合，故國際標準組織如火如荼的編訂與推動最新的職業安全衛生管理系統標準。
　　本研究主要係初步探討ISO/DIS 45001.2：2017國際標準草案內容，並與OHSAS 18001：2007現行標準進行比較內容之異同，再以我國CNS 15506標準輔以參考。繪製出國際標準草案內容要求之示意圖、章節關聯架構圖，以及參考比較表等，進行彙整與初探分析。
　　經由上述本研究初步發現，ISO 45001國際標準草案係根據高階架構來進行編訂，運用反覆式的PDCA管理循環不斷改進職業安全衛生管理系統，且相較於OHSAS 18001現行標準，更新增組織應了解內部環境與外部相關之議題、納入風險導向的管理思維、要求鑑別機會對組織的影響，以及提升對工作人員的權益與保障等，預期新的職業安全衛生管理系統標準能有顯著的效果提升與貢獻。

Occupational health and safety (OH&S) management stands for a nation’s safety culture. From the stringent degree of OH&S management and the accidental rate, we can understand how high the level that the nation thinks of the business management system and workers’ health and their working environment. In recent years, the quality management systems and the environmental management system standards published by International Standard Organization (ISO) have successfully become relevant standard bases for each nation worldwide. Until now, the OH&S management system OHSAS 18001: 2007 published by British Standards Institution (BSI) has been used for more than 10 years. To cope with change of the times and for integration of each management system standard, ISO has been preparing and promoting in full swing the newest OH&S management system standard.
　　This study is mainly intended to have a preliminary investigation of the contents of the international standard draft of ISO/DIS 45001.2:2017 and compare it with OHSAS 18001:2007 in order to find out their similarities and differences, coupled with reference to our standard CNS 15506. We will plot the schematic diagram for the requirements of the contents of the international standard draft, the framework diagram for its interconnections corresponding to each chapter and the comparison table for reference. We will then compile them and conduct the preliminary analysis.
　　From the above, this study finds out that the international standard draft of ISO 45001 is prepared based on the high level structure, which applies the repetitive PDCA management cycle to unceasingly improve the OH&S management system. Compared to the current standard OHSAS 18001, it adds relevant issues about internal and external environments that the organization shall understand, incorporates the risk-oriented management thinking, requires the impact to the organization by identification opportunities and increases the interests and protections for workers, etc. We expect that this new OH&S management system standard will significantly increase its effects and contributions.
