High-tech industry has great potentials in national economy and plays an important role in global manufacturing operations. However, firms have to deal with high risk potential such as limitation of human resources, powerful competitors, and high ratio of natural disasters. An alternative solution to overcome these issues is to seek a new location to expand firm manufacturing operation. This study presents an application of Fuzzy Analytic Network Process (FANP) to determine prospective manufacturing location, by using Taiwan hi-tech in China region as the research subject. Further, we conduct questionnaire survey to 16 firms, while FANP and sensitivity analyses are differentiated for two groups (small-medium and large firms). Following these processes we find that both groups are most concerned with cost factors but when small-medium firms rank different locations, they tend to prefer matured locations such as Pearl River delta and Yangtze River delta, while large firms prefer Central-Western China which is still growing and open for development.
