臺灣為加速行動支付普及，政府自2017年9月起啟動跨部會推動機制，以完備基礎環境、擴大應用場域、加強體驗行銷三大策略，期望與民間共同努力，帶動產業發展。
本個案重點在討論個案機關，臺北市政府資訊局在市政白皮書的智慧城市目標下，政策如何形塑並落地，成為第一個成功整合市政服務模式並自建支付平台的政府機關。在持續發展的過程中，連帶改變機關為民服務模式、統一規費罰鍰帳單資料規範、建立溢收退費機制、調整市庫帳務處理程序、串聯支付業者整合智慧停車服務、樽節代收手續費預算……等，並收穫預期外的成效；從看不到、模不著的資訊技術思考出發，跨域整合，最終達成財政政策任務及目標，公私合力打造無現金智慧城市。
本論文採用哈佛個案方式撰寫，透過案例探討，藉此引導學生學習數位轉型、創新擴散理論、創新生態理論、模組化理論及資源基礎理論，在法規及程序優先的公務機關，決策者面臨的數位轉型考驗與抉擇，在不斷妥協的過程中，發展共好且市府獨有的支付閘道服務。

In the interest of speeding up and popularizing mobile payment, the government initiated cross-departmental promotion mechanism in September of 2017. The policy focuses on three areas: providing a more comprehensive basic infrastructure, expanding locations accepting the application, and strengthening hands-on experience promotion. The government seeks to join hands with the private sector to stimulate industry development.
The key point of the case sample focuses on the case agency – Taipei City Government Department of Information Technology (DOIT). In compliance with the smart city vision laid out in the City Administration White Papers, DOIT became the first government agency to successfully integrate city administration service model and create its own payment platform in the interest of policy implementation. In the process of follow-up development, it also has an impact upon how government agency serve the public, the format standardization of fee payments and tickets, the establishment of overcharge payment refund mechanism, the adjustment of municipal treasury ledger, the linking of third party payment for smart parking services, the reduction of payment collection processing fee, and more. Beginning with technological innovation that is invisible and intangible, it achieved cross-domain integration and ultimately achieving the goal and objective of financial policy, realizing a cashless smart city through public-private partnership.
This paper is written following the format of Harvard Case Study Method. Through discussion of specific cases, it hopes to lead students to explore the fundamentals of digital transition, innovation diffusion theory, innovative ecosystem theory, modular theory, and resource-based theory. For government agencies which place the priorities on regulations and processes, the decision makers encounter the challenges and decisions of digital transition. In the process of continued compromises, it seeks to develop unique payment channel service dedicated to the city government which also serves the common good.
