大興天然氣公司自創立以來，除專注於本業發展外，並著重資訊化系統管理。 MIS 系統自民國 80 年起上線至今，已將天然氣業的核心流程，包含管線規劃、 設計計價、發包施工、掛表通氣、收費作業、定檢作業、汰表作業及圖資登錄、 校核等重要管理作業皆納入其中並以資訊化作業管理。所以大興公司的企業經營 管理及電腦資訊化作業一直是同業學習的楷模。
本篇個案將針對董事建議 MIS 系統委外建置為主要主軸。在委外過程中， 也要求資訊部首重專案管理及期程掌控，因天然氣業 MIS 資訊管理系統有其獨 特性，有經驗的系統商較少，大興公司 MIS 系統委外的考量並不是僅限 MIS 系 統程式本身，而是如何使本委外案能在董事和諧氛圍下及系統建置符合公司需求 下，順利完成。
本論文採哈佛式個案撰寫法，包含個案本文及教學指引兩部分。個案本文敘 述個案發生的過程，教學指引針對個案內容討論，相關教學議題有：利害關係人 管理、軟體專案建議書徵求說明書、軟體專案成本預估、系統汰換或繼續維護， 分別就內容及學理進行分析與討論，讓學員了解個案如何運用管理方法，使決策 符合公司期望下圓滿完成。

Since Daxing Natural Gas Company is founded, in addition to focusing on the development of the main business, it also pays attention to management of information system. The MIS system has been online in 1991. It incorporates the core management process of the natural gas industry, such as pipeline planning, design pricing, contract construction, ventilation of hanging table, charging operation, inspecting operation, replace table operation, map registration, checking and verification, and informize these important management operations. Therefore, Daxing’s business management and system informatization has been the standard of the natural gas industry.
This case focuses on the MIS system outsourcing construction recommended by the directors. In the process of outsourcing, the department of information is required to attach importance to project management and duration control. Because information management system has its own uniqueness in natural gas industry, and there are fewer experienced system vendors, the consideration of the management information system outsourcing in Daxing Company isn’t limited to the management information system program, but how the outsourcing case make the directors harmonious and whether the system construction meet the company's needs or not.
This thesis adopts the Harvard case-based method, which includes case content and teaching guide. The case content describes the process of the case, and the teaching guide discuss the method in terms of case content. Relevant teaching topics include: stakeholder management, request for proposal of software project, cost estimate of software project, system replacement or maintenance. We analyze and discuss the content and theory separately, and make the participants can understand how the case uses the management method to make the decision achieve the expected benefits and complete the task harmoniously.
