本研究旨在探討監造單位於執行品管流程時,從監造計畫書編製送審作業、品質計畫書審查作業、材料進場及檢試驗抽查作業、施工抽查作業、測試運轉抽查作業及設備抽驗及功能試運轉作業等,監造單位於管控施工廠商建立與執行品質管制制度時,發生偶發嚴重失敗案例、常見一般失敗例及偶發一般失敗案例等各種失敗案例,應用失敗工程導向之監造單位品管作業流程再造模式,確認品管作業流程之改善缺口,應用企業流程再造(Business Process Reengineering, BPR),對監造單位現行的品管作業流程列入優先改善的作業,重新設計作業流程,以滿足流程改善目標,縮小效能及服務缺口,進而降低失敗發生的可能性。
本研究之成果,可為監造單位提升品管作業流程實施再造,提供一個執行參考藍本,亦可作為實施規劃監造計畫時之方法依據。本研究具體成果主要包括:(1)運用「失敗工程」之理論與方法,建構監造單位在管控品質管理系統的過程中產生的五個服務缺口(gap),這五個缺口是影響服務品質優劣的關鍵因素,監造單位若想要提升服務品質水準,則應對五個服務缺口來進行改善;(2)運用ARIS流程塑模方法為基礎建構流程模型,可清楚表達監造單位品管流程的運作模式;(3)應用單、雙迴路學習概念應用於企業流程分析工作,以確實了解品管流程相關作業的重要性與流程服務的缺失,作為流程設計的重要參考;(4)以「監造單位品管作業流程再造模式」為例,實際操作本研究所提流程再造模式,以驗證其可用性,並提出該流程的再造建議,另亦可作為模式引用者的參考。
The purpose of this study is to investigate the supervision unit's implementation of the quality control process, from the preparation of the supervision plan to the review operation, the quality plan book review operation, material entry and inspection test spotting operation, construction spot check operation, test operation spot check operation and Equipment sampling and functional commissioning operations, etc. When the supervisory unit establishes and implements the quality control system, the supervisory unit has various failure cases such as accidental serious failure cases, common general failure cases and accidental general failure cases, and application failure-oriented engineering supervision. Create a unit quality control operation process re-engineering mode, confirm the improvement gap of the quality control operation process, apply Business Process Reengineering (BPR), and prioritize the improvement of the current quality control operation process of the supervision unit, and redesign the operation. Processes to meet process improvement goals, reduce performance and service gaps, and reduce the likelihood of failures.
The results of this research can provide an implementation reference blueprint for the supervisory unit to improve the quality control operation process, and can also be used as a method basis for implementing the planning supervision plan. The specific results of this research mainly include: (1) Applying the theory and method of “failed engineering” to construct five service gaps generated by the supervisory unit in the process of managing the quality management system. These five gaps affect the service quality. The key factors of good and bad, if the supervisory unit wants to improve the service quality level, it should improve the five service gaps; (2) Construct the process model based on the ARIS process modeling method, which can clearly express the quality control process of the supervision unit. (3) Application of single- and dual-loop learning concepts applied to enterprise process analysis to accurately understand the importance of quality-related processes and the lack of process services, as an important reference for process design; (4) As an example, the practice of reengineering the quality control operation process of the unit is to verify the availability of the process and to propose the reengineering of the process. It can also be used as a reference for the model reference.
