在高度競爭的全球經濟環境下，台灣欲藉引進觀光賭場，解決當局財政困境，提升澎湖地方產業，於外將面對各國已開發賭場的挑戰，於內將面對撫平當地居民憂慮的政策;故，本文主以探討澎湖發展觀光賭場之經營特點與可能發生之利弊影響，進而分析澎湖現存的優勢、劣勢、機會與威脅，於競爭力上與亞洲之澳門、馬來西亞、韓國、新加坡之賭城做比較。另外，本文是以質性研究之方式，從亞洲觀光賭場之分析，討論至開放博弈產業所帶來之財政經濟、觀光旅遊、社會文化、環境生態之影響，以他國之經驗借鏡，發展出澎湖設立國際觀光賭場之競爭策略。綜合各章之研究分析可得，未來澎湖在發展觀光博弈產業上，當善加利用當前全球化趨勢，以朝向「國內層次的區域經濟整合發展」作為考量，在台灣與離島某些地區聚集特殊的產業能力，讓地方政府跳過國家機關對外招商，吸引跨國投資，結合區域內研究，強化研究與發展，形成特殊的經濟區塊，構成全球人力和知識流動的即時連結，使澎湖當地成為具有流動空間性質的「全球在地化」區域。

If the government of Taiwan intends to resolve the financial difficulties, upgrade the local industries by boosting the tourism-oriented casino in Penghu in this highly competitive global environment, the challenges it will face are not only from other casinos among Asia countries but the efficient policy which may conform the different opinions from different residents in Penghu. Because of this reason, the study of this paper will mainly explore operating characteristics and the impact on advantages and disadvantages which will occur on casino development. Moreover, the study also made a comparison on competitive capability between Penghu and other Asia casinos, such as Macau, Malaysia, South Korea and Singapore. In addition, this article is based on qualitative research methods, from the analysis of Asian tourist casinos point of view to discuss the economic, tourism, socio-cultural, environmental and ecological impact on opening casino industry. Moreover, this paper also mentioned that Penghu could take the experience from other countries to establishment the competitive strategy for the development on Penghu’s international tourist casino. To sum up all chapters of this research, we can find that to develop the casino industry in Penghu, what we should do is to make a good use by current globalization and to direct our country though “regional economic integration development in national-level " as a consideration. Besides, gathering special manufacturing ability in a particular area would attract more multi-national investment and strengthen the local research and development so that formation of special economic areas which will constitute the world's knowledge can flow to Penghu and push it becomes a〝glocalization〞region.
