  • 逐漸邁向超高齡社會的台灣,正面臨銀色海嘯的來襲,據內政部的統計,截至 2014 年7月底為止,台灣 65 歲以上的高齡者已占總人口 13.5 %;行政院國發會(2014)的人口推計,至2025年時高齡人口占總人口的比例更將高達 20%,成為「超高齡社會」。人口老化速度為全球第一。是台灣人不得不去正視的問題。因此,盛行於日本及歐、美國家已相當時日的養生村也開始悄悄的在台灣吹起一股風潮,高齡社會帶來老人住宅商機,內政部也修正老人福利法,增訂了老人住宅專章,全面激勵民間投資興建老人住宅。而安養中心或養生村就是其中一個非常重要的工程選項。 但如何吸引銀髮族,以及銀髮族子女選擇養生中心的考量因素、經營成功關鍵為何?
    本研究用焦點談訪方式訪談養生村經營管理者及學者專家,以長庚養生文化村經營商業模式為研究範本,來探究養生村成功及失敗的因素並用以了解銀髮族對於養生村考量因素與意願傾向之影響關係。從長庚養生村經營十年的經驗中分析其所運用之商業模式,並給予建議以及探究或發展出新的商業模式。研究及發現:養生村的地點、交通方便性、空間舒適安全性及經營模式是影響的關鍵要素之一。本研究建議養生村可將建築物改造為目前最熱門的智慧宅概念,讓科技化產品輔助銀髮族生活。研究也發現:由於養生村的設置必須投入大量的成本,造成投入門檻過高而使得經營者多選擇交通不便以及較偏遠的地區,造成銀髮族以及家屬的不便而無法普及。另外,研究中也發現:部份子女因長輩入住養生村經濟負擔過高,導致無法負擔而選擇環境較差或廉價的機構,甚至棄養,造成社會問題以及銀髮族生活品質變差。因此本研究建議:政府可大量釋放市區地上權的土地,用途規畫為老人養生村專用,而保險公司可為銀髮族規劃長期照護保險。由保險公司投資興建養生村並交由公司專業團隊經營管理,養生村經營資格立法可由財團法人制改為公司制,發展出新的商業模式。


    Taiwan, gradually becoming a super aged society, is facing the impact of the wave of population aging.
    According to the statistics of the Ministry of the Interior, till July 2014, the senior citizens elder then 65-year-old already occupy 13.5% of the total population.
    According to the population speculation of The National Development Council in 2014, the ratio of the seniors will be as high as 20%. It will let Taiwan become a super aged society.
    Having the highest speed of population aging in the whole world is a serious problem that can not be neglect in Taiwan.
    Therefore, health village, which has been popular in Japn, Europe and USA for a long time, gradually take it pace into Taiwan.
    Aged society brings business opportunity of housing for elder people. The Ministry of the Interior has moified the Welfare Law of the Senior Citizen. By adding a special chapter for the housing od the elder people, it encourage civil investment to build house for elder people. A nursing home or a health village is one of the important choice.
    Nevertheless, how to attract the elder people? What are the most important considerations while the family choosing a health village? What are the key points of the success management?
    Our study use foucs interview method to interview the manager of the health village and specilaist. Using the management and business model of Chang-Gung Health and Culture Village as the study model, to explore the factors influencing the success of a health village. We can use the results to understand the considerations and willingness of elder people for a halth village.
    We also analyze the business model of the Chang-Gung Health and Culture Village from its 10 years of experience. We hope to suggest, explore or develop a new business model.
    Study and Results
    The location, traffic accessibility, space, comfort, safety and manamement model are the key points to the success of the health village.
    Our study suggest that a health village can reconstruct the building into the most popular “smart house” concept building, let high technologic products to assist the dai-ly life of the elder people.
    Our study also noted that due to high cost of the construction of the health vil-lage, the threshold is quite high. Therefore, the managers tend to choose traffic incon-venient and rural area. It causes the inconvenience of the elder people and the family and leads to the unpopularity of the health village.
    Our study also noted that some elder people was admitted to health village with poorer quality and lower fee because the family cannot afford the high cost of the health village with better quality. Some elder people even abandoned by the family. It cause social problem and lower the life quality of the elder people.
    Therefore, our study suggests that the government can massively release urban superficies for the construction of health village. Insurance companies can plan long term nursing insurance for the elder people. They can invest to build the health village to be operated and maintained by professional management teams. The qualification to operate a health village can be changed from a juridical person to a company, so as to develop and new business model.
