  • 台灣大哥大企業客戶員工眷團隊於2016年2月因市場衰退而成立,主要業務在服務企業客戶員工滿足其行動服務需求,單位運用數位技術發展電子商務通路、O2O營銷模式及精準行銷等,建立了市場獨有的商業模式,並造成大量政府單位員工中華電信門號攜碼移轉至台灣大哥大,終於引發電信業499之亂。
    2018年5月的臺灣發生電信業499吃到飽競爭,又稱499之亂。起因為中華電信推出的行動網路499吃到飽的促銷方案,為期七天,造成台灣民眾搶辦熱潮與後續爭議的事件。事件之後引發基層勞工過勞、4G行動網路速度降低、電信公司獲利預估縮水4到5%等負面效應,且電信三雄的市占率並無太大改變。
    499之亂後,市場再次進入衰退期,該團隊持續進行產品活化、異業合作及通路整合等差異化策略,創造競爭優勢。
    本研究以哈佛個案研究之方式進行,可用於討論商業模式、企業成長策略、組織敏捷性及賽局理論等議題。了解組織如何發展創新的商業模式達到企業轉型的目標,並在不同的競爭環境下,訂定正確的成長策略;最後,試著以賽局理論中的四種模式分析499之亂的賽局。期待以此個案的學習,能對於社會與大眾造成深切的影響與貢獻。


    Taiwan Mobile Co employee dependents team of corporate customers was established in February 2016 due to the market decline. The main business is to serve corporate customers and employees to meet mobile service needs. The company uses digital technology to develop e-commerce channels, O2O marketing models and precision marketing, etc., and established a unique business model in the market. As a result, the mobile phone numbers of a large number of government employees were transferred from Chunghwa Telecom to Taiwan Mobile. Finally triggered the 499-chaos in the telecommunications industry.
    In May 2018, it occurred the unlimited 4G internet for NT$499 monthly plan competition in the telecommunications industry in Taiwan, also known as the 499-chaos. It began with Chunghwa Telecom launched a NT$499 unlimited 4G mobile access monthly plan, which lasted for seven days, and caused Taiwanese people to rush to change their mobile service subscription and subsequent disputes. The incident resulted negative effects such as the staff working overtime, the 4G network speed was reduced and the profits of the telecom companies were expected to decrease 4 to 5 percentage. At the same time, the market share of the three major telecommunications companies in Taiwan has not changed much.
    After the 499-chaos, the market entered a recession again. The team continued to implement differentiated strategies such as product activation, cross-industry cooperation, and channel integration to create competitive advantages.
    This research is conducted as a Harvard case study and can be used for exploring the issues of business model, corporate growth strategy, organizational agility and Game theory, etc. Understand how the organization develops innovative business models to achieve the goals of corporate transformation and formulate correct growth strategies in different competitive environments. Finally, try to analyze the game of the 499-chaos using the four modes of Game theory. It is expected that the study of this case will have a profound impact and contribution to the public.
